Tactical configuration

Definition

A tactical configuration is defined as an incidence structure where both the following hold:

• The number of blocks incident on each point is equal
• The number of points incident on each block is equal

Graph-theoretically, it corresponds to a bipartite graph where the degree in each part is constant.
