Nondegenerate incidence structure

Definition
An incidence structure is said to be nondegenerate if the following conditions hold:
- The set of points, and the set of blocks, are both nonempty
- For every point, there are at least two distinct blocks not incident with that point
- For every block, there are at least two distinct points not incident with that block
